ERSO cases: education, motivation and responsibility

Representatives of authorities and business discussed the problems of the labor market of Bashkiria at an expert discussion.

According to the preliminary results of 2022, a record low unemployment rate was recorded in Bashkiria according to the methodology of the International Labor Organization - 2.8%, which is below the average for the Volga Federal District (3.1%) and for Russia as a whole (3.8%). This was announced by the Minister of Family, Labor and Social Protection of the Population of the Republic, Lenara Ivanova, at the expert discussion “Labor Market of Bashkiria: Modern Problems and Solutions”, which was organized by Kommersant-Bashkortostan in Ufa.

At the same time, employers record a lack of qualified personnel in narrow specialties. That is, the demand for workers begins to exceed supply. As Anna Osipova, a representative of the HeadHunter Ural recruiting company, notes, the business is faced with a shortage of engineers, electricians, skilled craftsmen and representatives of other working professions.

The participants of the discussion, representatives of the largest companies, shared their methods of “hunting” and retaining professionals. Among the motivating factors, experts named high wages, corporate culture, training opportunities, and an extended social package. Sergey Garifullin, Vice President for Human Resources of the ERSO Electrotechnical Holding, also took part in the discussion.

Garifullin spoke about the project that the holding is implementing in cooperation with leading federal and regional educational institutions — ERSO University. The project is just aimed at solving the problem of a lack of narrow specialists:

— ERSO University is an educational intellectual space, — says Sergey Garifullin, ERSO Vice President for Human Resources. — We are proud that among our partners are such educational institutions as the Ufa State Oil Technical University, the Ufa University of Science and Technology. The universities of Bashkiria have always been at a very high level, they trained truly qualified specialists who are in demand by the market, not only in the Republic, but also in all regions of the Russian Federation. When we talk about today's trends, the task of HR is to search for candidates and employment, and on the other hand, a lot of work to retain employees. As part of our project, we actually solve these problems.

According to Sergey, there are practices of foreign companies that have successfully proven themselves, and, focusing on world experience, ERSO implements them in its processes.

— I used to think and now I think that employees need to be educated, starting not even from the institute, but from the school bench. For example, in Germany there is a dual education system. An industrial partner, together with an educational organization, is involved in a specific project. Students master the theory in an educational organization, and receive practical skills at an enterprise. After graduation, students receive guaranteed jobs. Today, we also work with universities in many areas, such as the development of personal, behavioral qualities, and professional skills. We share the experience of our experts. For example, today a representative of our company is giving a lecture on the development of power grid infrastructure for blockchain and cryptocurrency mining projects. We try to choose relevant areas, what is really interesting for young people. This is done so that in the future we could be sure that the participants in our project, whom we led, in which we invested, fully meet the needs of our enterprise, and we are ready to provide them with decent work. We already have such good examples.

As the Vice President for Human Resources of the ERSO holding noted, such work is not a one-sided game. The program is designed to enable the company to select the best, motivated applicants.

— In fact, it all starts with a tour. You can’t just come and say: “here is ERSO, and now you will study according to the program, and then you will go to work there.” Of course, we need interested guys. We are happy to conduct production tours, show our company, talk about the team, the products we produce, and the role of the company in the country's economy. Followed by internships and internships. The student participates in the production process and can already determine for himself whether he likes this kind of work or not. Intrinsic motivation is very important. I can honestly say that we at ERSO want and try to develop the potential of each student. But there should be some parity here - the future employee should have an interest. He must want to work. I'm not afraid of this word, he must want to be proud of his future work. But it is our duty as an employer to instill this feeling in him.
Sergei Garifullin called the development of secondary vocational education programs another key to solving labor market problems. He spoke about the free software program "Electrician for the repair and maintenance of equipment", which in September 2022 the ERSO holding launched together with UGNTU. The program duration is 10 months. Upon completion of the course, students are free to choose whether to continue their studies or find a job in an enterprise. According to Garifullin, the support and development of such programs can make a significant contribution to solving the problem of a shortage of narrow specialists.

Recall that projects aimed at developing human capital are being implemented by ERSO within the framework of the general concept of supporting social initiatives adopted by the majority shareholder of the AFK Sistema holding. In 2022, more than 5.2 thousand students completed internships at the enterprises of the group, who received unique practical experience and employment opportunities. For these purposes, the companies allocated about half a billion rubles.
